Statistics of submitted proposals

The first open call closed on January 29th, 2016 at 17:00 Brussels time. The WiSHFUL project received 26 proposals, of which

  • 5 proposals for Experiments, category 'Innovation by SME'
  • 7 proposals for Experiments, category 'Scientific Excellence'
  • 14 proposals for Extensions

Among the proposers are 13 universities, 3 research institutes, 9 SMEs, and 1 large entreprise.

The proposals originate from the following countries (in no particular order): Belgium, Germany, Greece, Italy, Macedonia, The Netherlands, Portugal, Slovenia, Spain, Switzerland.

Some statistics on the budget:

  • Total request for funding: EUR 1 679 375 (oversubscription factor: 4)
  • average requested funding for proposals for Experiments, category 'Innovation by SME': EUR 39 494 
  • average requested funding for proposals for Experiments, category 'Scientific Excellence': EUR 42 768
  • average requested funding for proposals for Extensions: EUR 84 430

After a thorough review process by external independent reviewers, it was found that the quality of most proposals was good to very good. Due to budget limitations, only 8 proposals can receive funding as a result of the first open call:

General Call objectives

The first Open Call includes 2 tracks:

  • Track 1 – Call for experiments: this track targets advanced solutions for controlling wireless networks using the WiSHFUL software platforms and unified programming interfaces (UPIs), and using the facilities and hardware supported by the WiSHFUL Consortium. 
  • Track 2 – Call for extensions: this track targets (1) development of new software functionality for the currently supported WiSHFUL software and hardware platforms, (2) adding new hardware that is compliant with the WiSHFUL software platforms, at least supporting the WiSHFUL unified programming interfaces, or (3) integration of new Fed4FIRE compliant testbeds that offer WiSHFUL software platforms that are compliant with the WiSHFUL software platforms and its unified programming interfaces (UPIs).

Hereafter the details of the Open Call1 (closed on 29 Janaury 2016) are given. 

Call Information

For the feasibility check, it is essential that the proposers get in contact with the WiSHFUL partner in charge of the testbed(s) or software platform(s), which will be used for the proposed experiment or extension, to discuss its feasibility within the WiSHFUL federation and the related specific requirements. Each proposing party must therefore contact the WiSHFUL consortium to identify a possible Patron by contacting us at contact@wishful-project.eu. The proposing party must submit its draft proposal to the Patron by 22 January 2016, at 17:00 Brussels local time. The feedback will be provided by the Patron at latest by 27 January 2016 at noon, and must be copied into section D of the proposal template.

Financial information:

 

An extra budget of typically € 6 000 per Experiment and € 7 000 per Extension (with an upper limit of € 10 000 per Experiment/Extension) will be allocated to the WiSHFUL consortium partner acting as Patron for guaranteed support 

Requirements related to the proposer:

  • Proposers must be eligible for participation in the EC H2020 projects
  • Proposals will only be accepted from a single party.
  • For the experiments in the category ‘Innovation by SME’, only proposals from small and medium-size enterprises, including unipersonal companies and individuals, will be accepted.
  • A proposer can only be selected for funding for one proposal (even if the proposer submitted multiple proposals that are ranked high enough to be selected for funding, or if the proposer submitted multiple proposals in different categories).

Other conditions:

  • Language in which the proposal must be submitted: English
  • Proposals must follow the provided template
  • Proposals must be submitted through the online submission portal

Frequently Asked Questions (FAQs)

1. In case of an extension, does the proposer has to provide source code and will this code be public?

As indicated in the call text, “Extensions" are meant to provide added value to the WiSHFUL portfolio of facilities, software platfoems and according interfaces. These extensions must remain operational and supported by the proposer at least until the end of the WiSHFUL project. As indicated in the call text, the proposer remains owner of the code, but this code needs to be made public and be posted on the Wireless Tesbeds Academy Github, which is a public repository. For an extension, it will be very important to make clear in the proposal how and under which conditions the research community can benefit from the extension.

2. Who owns the results of an experiment?

 "Experiments" make use of the existing facilities, software platforms and tools available within WiSHFUL but only bring added value through the feedback they provide on the use of and experience with WiSHFUL facilities and software platforms. In this case, it is clear that all results and codes developed by the experimenter remain the sole property of the experimenter. However, it may occur that during the course of the experiment, extra features need to be added to WiSHFUL tools and /or software platforms (and according interfaces). In this case, the WiSHFUL partner, acting as Patron of the experiment will discuss this with the experimenter, but in most cases, the extra work will be carried out by the Patron (or jointly with the Patron), and consequently this work will become part of the work carried out within WiSHFUL and will be covered by the WiSHFUL Consortium Agreement, meaning the these extra features are also owned by WiSHFUL.

3. Are the "Personnel" and "Other" cost categories "Direct Costs", or should these also include "Indirect Costs"?

A succesful proposer will  enter the WiSHFULL-project as a third party. This implies that a third party does not have to fill in NEF or any other form from the Commission for your financial claims. The only thing which we will need is an invoice, and then depending on the report and the outcome of the review we will pay you this amount. However, for a good and better review of your proposal it is best to list the costs related to the proposed experiment or extension as would be done for any European Project:

- number of PM

- personnel costs

- other direct costs (with a very rough split into the different major categories)

- indirect costs

This information will be used to evaluate the "value for money" of your proposal which is one of the criteria in the proposal review process.

So, there will be no audit, no formal accounting required, but any information, as close as possible to what you would do for a EU project, is advisable to get a proper review of the proposal.

 4. How can the draft proposal be submitted?

The proposer has to send his draft proposal via email to his Patron.

5. What kind of feedback can be expected from the Patron?

The Patron will NOT review draft proposals. He will only give feedback on the feasibility of the proposed experiment or extension. More specifically the Patron will only provide his feedback to be included in section D of the proposal.

6. What is the maximum duration of an extension?

The maximum duration for an extension is the same as for experiments, i.e 6 months.
